Fuel pump acting up

Fuel pump acting up
So I am trying to get my car running. When I turn the ignition on, the fuel pump relay keeps clicking on/off/on/off/on/off forever instead of just priming the system once.
What can be causing that?
I have JDM ECU and JDM Spec C motor in there. I am pretty sure all the wiring is good. I am sure I can nail it down. Just want to know if someone ever had same problem at some point.

Hmm... Ok, I am trying to troubleshoot it and it looks like every relay on my car is doing the same thing. On/off/on/off and so on. What could that be? All fan. main relays are doing that...

Sounds like an ignition wiring problem somewhere between the key and the relay/fuse box. It sounds like the relays keep thinking the car is turning off and on, over and over again, so they try to do the same. Either your wiring is shorting or not getting enough juice. Do you have any problems with other electrical components (i.e.: radio, lights, etc.)?
