I think the extra effort of installing a uppipe is worth it.

Define "sufficient" & "significant."

What's the minimum percentage gain vs increased effort ratio you're willing to live with?

The up pipe will help decrease turbo spool up time and provide a few extra points to the wheels.

I'm kind of new 2 modding and wondering what the difference is between the cobb access port V2 and the ECU reflash? Can I use both? How much do they cost? Also what type of power gains?

Stage 2 success! I found a used STi UP (thanks, RAPTR) to go with my Helix catted DP and just threw it all to GST for the install last week. There was just no time in my schedule to work it out on my own. Of course GST did a great job with it, in about 2.5 hours.

I reflashed to an XPT Stage 2 map (91 octane) that evening and WOW!! It's like a brand new car. Boost comes on so much sooner and kicks pretty hard all the way up the RPM range. I still have yet to go WOT, just being conservative until I can take a few logs on my laptop and confirm that all numbers are in spec for the map. No CELs or odd behavior so far. And of course, it sounds amazing.

A Cobb Accessport IS a ECU reflash. To get both would be redundant. The Accessport is a fixed map, an ECU reflash is done at a tuner shop.
