Do the words, "When Hell freezes over" mean anything to you?
There are three ways to go with exhaust after the turbo.
Fully catless - loss of power lower down, more power for turbo. I don't recommend this unless you are planning on getting a different turbo than stock.
Leave downpipe cat in - this removes any need to worry about cels and you might be able to pass a sniffer test with this set up. But the visual test is going to get you.
Leave third/midpipe cat in. Smaller cat that doesn't hinder turbo, but you won't pass sniffer with it. You'd have to put your stock downpipe back in to get smogged. Also, this will cause you to throw a cel without a fix.
CA is the most strict state regarding smog testing. You are supposed to fail if you can't pass inspection, regardless if you can pass the sniffer itself

Here's my solution for living in CA:
Get a hi-flow cat in the downpipe and remove the 3rd cat (Stromung). When testing times comes around, the factory 3rd cat midpipe can be easily reinstalled. You'll have all your cats and pass the test. Remove 3rd cat after testing
