Out-of-box performance wise, the TXS probably will outperformance Cobb b/c its set at 16.5PSI for STG1 on a stock WRX

Since the UTEC is user programmable, that 16.5psi is meaningless. You can set it anywhere you want.
To answer your original question, the decision lies with you. Do you want to be able to tune the car yourself, accepting all of the risks that go along with that? If so, the UTEC is for you. If you want a system that can be tuned by your local tuner, then I would recommend the Cobb AP or ECUtek reflash. The nice feature with the Cobb is the ability to switch maps on the fly, including race gas, valet, and security maps.
