which is broken wastegate or cats??
Well my car hasn't made over 8 psi boost since i've bought it 3 months ago the dealer said that it's either the wastegate or the cats are clogged due to overboosting. they are fighting with subaru to get it covered under warrenty but don't know which part is at cause. they told me that the test drove it with the wastegate detached and it ran fine and gave then full boost. if this isn't covered under warrenty which would you think is causing the low boost??

Might be your boost solenoid, unless you've changed the vacuum lines to the factory boost control.
