There's no comparison - get a reflash from a good tuner like Vishnu or Cobb. Driveability is good and other things like fuel economy and cold-start is unaffected. If you want to tune it yourself, a lot of rex owners like the UTEC.
For some reason, Apexi products don't seem to enjoy the popularity among Subaru owners the way they do on Hondas and the like.

There's nothing an AVC-R can do that a reflash can't, but there are a whole lot of things a reflash can do that a boost controller can't. Save an extra month and get a reflash.

Thanks for the responses...I was planning on getting the AVC-R until I read some threads on the reflash. I'm in the midwest and I don't know enough to try to program a Vishnu. Are they difficult to tune? Can my local shop tune it? or Should I just get a Cobb and not deal with tuning it? I plan on adding an exhuast system, and intake stuff.

Let me chime in here, since I have had a bit of experience with both products.
I started with the AVC-R and spent a good month trying to program a good boost curve/smooth boost curve, avoid spiking, and make my driving/1/4 mile experience more enjoyable. I got considerable gains with the AVC-R, but it definitely lacked finesse.
I went ahead and sold my AVC-R and put in a reflash (the brand shall remain anonymous). The difference was amazing. Totally smooth power delivery, and 2/10ths reduction in 1/4 mile time. The only thing I feel I am missing is the programability of the AVC-R. I am stuck with one boost setting (unless I put in a an MBC), but I honestly feel I don't need it. Upgrades are a reflash or dyno-tune away.
Go, get the reflash. It is definitely worth it more than the AVC-R. You get the boost control, and excellent tuning of the A/F ratio along with timing changes. You CANNOT get that with the AVC-R.
Enjoy.
