02 wrx odd noise from front of engine (video)

I had this noise before going the gates timing belt/ tensioners/ water pump route. After finishing and still having the noise I tried a different timing belt and making sure all tensioners i replaced were not chinese garbage....issue remains.
So i'm wondering what this is, hoping you guys can help.
