STi gains torque, loses top-end hp with mbc? (Is it just a myth?)

Is it just a myth?
My 2006 Subaru Impreza STI stock beat a 2005 Impreza Sti that had a HKS Carbon-Fiber Exhast System, A boost controller set to stock, and a HKS BOV. He told me that he put all that on and he lost high end power but gained torque. Can that be true or was he just trying to fool me?

driver mod y0, gets em all the time.
as far as a boost controller set to stock, if it's untuned he'll lose power all the way around with that...
