Ok, I'm sure this will get moved to a more appropriate forum, but I have a 2005 STi, I want to get about 400 hp out of it, so since there is a gas crisis right now I read somewhere awhile ago that you can have an engine management system that would allow you to basically push a button (or two) and keep the engine at 300 hp, this would be rad to be able to push a button and get an extra 100 hp, and not have to suffer because of the high performance. Does anyone know what I'm talking about? Thanks in advance.

There is no magic device to give you an instant 100+ additional horsepower with no other changes, other than nitrous oxide. 
The Cobb AccessPORT handheld device can store several different tuning maps and can provide even more than 100+ horsepower, but other engine upgrades must be installed. The usual suspects are a larger turbo, larger fuel injectors, upgraded fuel pump, and bigger exhaust system. For many combinations, the best choice is custom dyno tuning by an authorized Cobb ProTUNER facility. There are several around the country and a list can be found at Cobb Tuning's web site. Further power can be obtained by developing other maps using race gas (100+ octane), but those are only useful when you actually have race gas in the gas tank.
More horsepower consumes a greater volume of fuel and air, so if you drive aggressively you can expect much lower fuel economy with an extensively-modified engine.

Volkswagen has a chip where you can go from "unchipped" to "chipped" with a flick of a button.
I had a 2002 GTI 1.8T and there was a company called APR that had a chip that would actually work through the cruise control stalk without effecting the cruise control. You would turn on the cruise control and hit the "accelerate" button on it a few times or hold it or something. I can't remember, but it was a pretty awesome little setup.
On top of going from "unchipped" to "chipped" it would reset the throttle body position, clear codes, and even had a valet/limp mode. I paid around $500 for it. I was quite happy with it.

The next version of the Legacy GT Spec B (MY2007) will have a 3-way switch to modify engine output. No word on when this might appear in the Impreza WRX or STi.
Actually, there are a couple of existing devices that can be used to greatly vary power output - the throttle and your right foot.

CObb AP FTW. You can get a custom map for all your mods (which, depending on your mods, can give you 100+ extra HP) and then also use the economy map. However, you wont be running at stock HP/TQ levels because with or without the custom map in use, you'll still have the extra mods on the car

just because the engine is limited in power output doesn't mean you'll save an ounce of gas.

Your right foot is the button you're talking about. Stay out of heavy boost and you're limiting power on your own and saving gas. Done and done

Your right foot is the best econo mode out there. YOu drive a low compression 2.5 when off boost.
However, if you must have the gagetry, AP or Utec with a map selector might be what you're looking for...
