Anytime you free up weight on the crank shaft drivabilty improves. I had GFB pullies on one of my 02 WRXs and it did improve a bit.
I have not installed this set on my STi yet, but plan to. Factory belts can be used with these pullies, but depending on how old your old belts are I would replace them while I was doing the work anyway....
