I've said this before...
...and I've caught my fair share of...um...lets just say doubt, but I personally don't care...it worked for me...I have 13.3 times slips (at 3500 feet, with a 10mph head wind :P) and I have about $2,000 into my WRX. As is....
-TurboXS Turbo Back exhaust system: $750
4" Mandrel bend downpipe (trust me)
3" straight exhaust, with 'highflow' cat
3" muffler (I use the magnaflow TurboXS provided)
-MRT up-pipe with flex pipe: $150 (ouch I know I think I got jacked
-MBC (set at 16.5lbs): $20, I love this one :P
-Unichip tuned for 93 octane at sea level (I think it was "stage 2" or whatever malarkey like that): $650
-TurboSmart ADJUSTABLE BOV(as far as MAX power it actually helps -- 24lbs max boost for this one...so they say, I may never know. :P): $150 (maybe a lot?)
-STI motor mounts (BIG difference), left/right: $60 each
-Samco silicon I.C. hoses: don't remember around $100
-Intercooler mister kit: $100 or so (rip off you can make it for 20)
-K&N panel drop in: $30
-Removed silencer: 15 minutes labor
This combination has run, literally, over 100 runs at Palmdale, CA drag strip...and entered in IDRC @ Palmdale (of course). I red-lighted with a .48x to finish 5th in SuperMod, still hit my dial in thought by .09, so whatever, heh.
100+ runs most between 13.5-13.7 at least 6 at 13.3, this is at 3500 feet with a head wind most of the time...and believe it or not the first time it ran 13.3 it was 90 degrees...I was running a generous amount of VP Racing Unleaded Turbo gas though. (approx. 101 octane...mixed with a couple gallons of 91 techron for a minimum of 93 or so I think) It's only $240 for a 55 gallon drum of this stuff guys...cut a tank with 3-4 gallons...it lasts awhile and your engine loves it...I needed to turn my boost down first time...it started boosting 20lbs or so...not groovy for my setup.
Anyways do the altitude conversion for sea level and you should like it...It works come down to Orange County and look for the WRX with a "Calvin pissing on a v-8" sticker I bought this car to put all those silly mid-life-crisis cases out there in their place!

For about $2,000 to go toward go-fast goodies for use on the drag strip, I would look at Vishnu products. Aside from their proven abilities, they are also reliable and won't really hurt your car's daily driveability.
Vishnu Stage Sub-Zero ($750) comes with a re-mapped ECU that gets you about 260 hp (crankshaft) that is good for mid- to high-13 second quarter-mile times. Stage Zero ($1195) is the same ECU, but with a pulley and up-pipe kit that seriously reduces lag while granting just shy of 290 hp (crankshaft) that is good for low- to mid-13s. Stage 1 ($2495) is the same thing but includes a Vishnu turboback exhaust, letting you hit high-12s if you're a good driver. But if you want, you could just get Stage Zero and buy a different turboback exhaust from some other manufacturer if that's what you want. Plus you can buy stuff individually and mix-and-match.
Clearly a manual boost controller (which shouldn't be more than $200 installed) would be the cheapest mod that would grant you a lot of power (especially if you go over 15 psi), but its reliability and daily driveability is somewhat sacrificed. And because of its nature, it increases the chance of engine detonation to dangerous levels. And don't forget you're stressing your engine even harder, whereas the Vishnu stuff was far more carefully engineered to make minimal sacrifices if any.

I have not seen anyone that as spend 2K on his stock WRX and run 12`s. Well there is a way of doing it maybe low 12`s and spent 1 K on a NOS kit with a 200 shot.Only a small problem you may need to buy a new engine.LOL
