Immobilizer Questions (finishing swap)

just looking for some more answers if possible (pasted this around different sites)

Right now I'm kind of stuck. the car is physically done, but it won't start due to something wrong with the immobilizer system.

here's where we are right now:
key is programmed - properly
injectors and coils not grounding out
all grounds are properly grounded
no security light in cluster turns on (apparently it should)
light around key ring doesn't turn on

The car is at a shop right now (local subaru shop, non dealer) with the intention on finishing the swap, but they are stuck as well with this issue.

The car that i used for my swap had been in an accident and the driver's airbag deployed. i took the airbag out but left the wheel in, could this be an issue?
also, my seats don't have airbags in them like the 06 does and i am using 98 impreza seatbelts, they dont hook into the wiring harness like the 06 ones did, could either of these be issues?

What should i be checking that would affect this system? Everything (absolutely everything) except for seats are from an 06 wrx, so I'm not sure what i am missing that could be a potential problem.

any help is greatly appreciated

What year ECM?
What year BCM?
Is the key, ignition lock & halo, BCM, & ECM all from the same car?

the ecm and the bcm are both from the 06 wrx, the ignition lock and halo are all from the same car as well

nothing in the wiring harness is from a different car.
the key was purchased at subaru, cut and programmed (properly, twice)

When you insert the key, what does the greenish halo light do?
