EJ25 to EJ22(HELP)

Car Info: 94 Maxima in the Heat, 98 Suby in the Cold
EJ25 to EJ22(HELP)
I am in some serious need of help, I have a 98 Subaru Outback which had a DOHC EJ25...I blew it up, My father swapped into the car an SOHC EJ22 out of a 95 Legacy, Both cars were 5 speed orignally, and both are OBD II compatible.
Now the problem:
the car will start, run, move fine with 98 ECU in it, but the check engine light is on, , when scanned the code reads a problem with the EGR valves I assume this is because the 98 motor had EGR valves where the 95 motor does not, We cleared the code once and tried to trick the OBD II inspection machine with a friend of the family who has one, and he said there was no way to beat the machine.
with the 95 ECU in the car, it won' start, it will crank over and over but no spark.
What can I do? PLEASE HELP

Sorry to tell you, the 95 legacy engine is probably OBD-I, OBD-II started in 96-97. If you need to pass emmissions, you need a newer motor, or find some way to rig the EGR system to think that it's working correctly. 98's were kinda screwy with their wiring and emissions equipment. The 95 ecu has different pinouts and will not run without some re-wiring in the 98.
I hate to say it, but I would try and find a 98 2.5 DOHC, which kinda sucks because they didn't make them for very long. Or do a wrx turbo motor swap and have the harnesses merged.
