Okay, this is how it works:
Technically, fog is what we call clouds that are on the ground level. This is usually Stratos type clouds. We have a Stratos type layer that comes in the bay area every summer, and it lines the coast early morning, and burns off by mid day. We call this fog. What happened last night was a very weak low pressure system was right off our coast, and it brought some extra moisture into the area, and the "fog" was just so saturated, it ended up dropping some precipitation...
i hope that made sense.. So, don't look at it like it rain, more like the fog was so damn heavy above you that instead of mist, it was drops.
