Per my police officer brother in law the departments have made large exhaust tips and wings probable cause. STI's come stock with both. Most know this.
This person sounds either like a ***** or an ignorant idiot.
Bring your dealer catalog to court with you along with pictures of your car showing it's stock minus the short ram that is legal...bring the paperwork.
Tell him how many miles you have on your car. Show him pictures of your tires vs. new tires.
I've had people say that about my car...even professional tire people.....one of them said this when I had like 3000 miles on my tires. RE070's look bald to the ignorant and to the semi-ignorant.
Go to court. Plead not guilty. If need be go get your car tested and bring in the data sheet for your db test. Make the officer look like an idiot.
There is a sad thing going on now where uneducated officers are told to right tickets to STREETRACERS and not really trained to know what to look for. They just write the tickets even if you tell them it's all good...and have paper work for it...they just say let the ref figure it out.
BEEN THERE DONE THAT. idiots.

while you're at it.... file a complaint too with the local police department. their officers should be better trained at being able to identify stock vehicles from modified vehicles if they should choose to profile our vehicles.
while you're at it... you can file suit for police stupidity when their motto is: "to protect and serve..." BS!!!
of course i'm full of BS myself for saying.. but stilll its a buncha bull...

Here you go.

"Q. How do I file a complaint against a police officer?
A. To file a complaint against a member of the San José Police Department, simply: Gather as much information as possible. The following information will be helpful for the investigation. 1. Date and Time of the Incident 2. Location of the Incident 3. Name, Badge Number, or description of the Officers involved. 4. Details of the Incident You can contact our Professional Standards and Conduct Unit at 277-4094. An administrative officer will take your complaint and have an investigator look into the matter and decide whether or not disciplinary action is needed and whether the officer's actions were in the realm of policy and procedure. You can also contact the Independent Police Auditor at (408) 794-6226. "

it is important to to state you were harrassed for having a sporty car and not due to having anything illegal. they ccan't just go off citing tickets because they feel like it. That is harrassment.
When I was pulled over I was threatened with having to "waste a day and have to take time off work and pay $10 for a state ref ticket" to prove otherwise.
i suggeset filing a complaint regardess of the court ticket outcome.

Also right now, go take pictures of EVERYTHING. Take picctures of the wheels/tires. Make sure you have the tread measured. Take pics of the stock exhaust. From all angles including a pic with your plate.
If you really want to go the extra yard. Get the tire tread and exhaust looked at by a subaru dealer with a letter stating the obvious. Do this before filing the report. The more ammo, the stronger and faster you'll case will progress.

We really need to do more of this. It is the only way the cops will ever get off our backs.
yeah I was sent to the state ref. It's becoming way too often these days. But yeah He got me for my exhaust, and he said that my turbo timer is a racing computer so he got me for that too. Oh and my front license plate is angled so he got me for that too. My ticket was like $1100 + I went to the state ref got everything cleared and went to court with docs. I ended up paying 10 bucks. Everything was excused. But man what a waste of time!

Move to Oregon... it is NOT a **** state, you cannot breath in Cali. Either the smog or the cops are choking you... take your pick! So sorry. Passed my 'smog' today with a car that wouldn't even get the chance to pay the money for the test in Cali!

how old are you?
maybe you need to read the BILL OF RIGHTS. specifically the 4th and 5th amendments.
not to crap down on you. maybe you just didnt know.
if not, time to learn what your rights are.
also, look up "probably cause" because that is what police are using, even though they dont have any.
now if you are stock, then there should be NO PROBABLE CAUSE for the police to do this.
now if you if have annoying exhaust, there is PC to stop you...

man this is such a hassle
