I had my gf look up this info while I was at work, and she found a site that explained this and she told me it said that your only allowed the time off if your work schedule would keep you from voting. Example, if you worked from 8am to 6pm in San Francisco but lived in San Jose, you wouldn't be able to make it to your voting destination in time to vote. I didn't read it myself and my gf is a female so what does she know?? hahahahaha
