Why can't I get more negative camber?

Hey all I posted this orginaly in suspension but nobody is biting.

I put on a set of the H&R coilovers with noltec tops last week and roughly set up the camber.
I just got back from my alignment and even with the noltecs pushed all the way in and back for max negative camber and caster, I'm only getting -1.2. The alignment guy said it seems like the coilovers don't have as oblong a hole for the camber bolt as the stock struts do and sometimes you have to grind it bigger. Would that really be the case? I'd hate to think H&R would do that.

I wish I could trade you the negative camber my stock suspension now has, I'm right at the 1.6 limit of stock tolerance

more info

Just to clarify a bit.
I do have the strut tops installed correctly.
The eccentric bolt is in the top hole on the strut body and the main center tick mark on the bolt head is almost at horizontal.
Anyone have any ideas?
