Correct. Lower numerical offset is how much it moves out away from the hub in MM.

On fenders, see that little trim piece on the 05-07 STi's? It hides the fact that the fender has been basically cut away underneath it for about 1/2" clearance over a standard WRX sedan rear fender. Front fenders are the same between WRX and STI, though.

Rolling depends on the shop. I've seen anywhere from $30/fender to $150/fender. You usually get what you pay for. You can also rent the tool (I rent mine out in the Sac area, and I'm sure there are guys in the bay doing the same). It's very easy to screw up your fender if you rush, use the wrong tools, or try to get too much out of them. The fender tools aren't the only way to do it - I did my rear fenders on my wagon with a bat before I bought the tool a few years back - but they're usually the safest and most predictable.
