Article 10.1 section H in Rally America states that every vehicle shall have a functioning cat-
NASA Rallysport regulations section 3.1.2 says each vehicle has to "carry all the equipment required by state and federal laws to operate on public highways".
The only place I think you can run without a cat is in SCCA "Open Rally prep" class in Rallycross- and I expect they'll fix that as soon as someone points it out to them

I have a cat named Bill, but I am proud because when I get pulled over, I don't have to worry about crap like this. I'd rather sacrifice the madd I-Club cred gained and not have anything to worry about (except whatever I got pulled over for of course).
