I don't know if your friend in interested in an '03 or not, but several dealerships still have '03s in stock, and I know he could get a phatty deal on one of those!
Either Santa Cruz or Carlsen will be great. I got mine from Carlsen and I was in and out the door in 2 hours. Most of that time was prepping the car. They are super nice and their service department rocks. You won't regret going to either dealer.

I bet you could do 21k OTD, maybe less, or something like that.
The rules when buying a new car (trust me I used to sell them):
1) Negotiate the price before discussing payment terms (in full, payments, or lease)
2) See rule #1
3) Pay less than invoice if you can. These cars are just sitting on the lots, and they want to get rid of them.
4) See rule #3, remember, Subaru dealers can't hold gross, and sometimes even get their holdbacks eaten into, so be hard and you'll get what you want.
5) Show them that you know what you want to buy, so they can't build value into it.
When I got my '02, I called all the local dealerships in the Bay Area on the phone, and told them what I wanted ('02 Blk WRX Sedan, 5sp., alarm, armrest extension, spoiler), and told them what I would pay (invoice).
Albany Subaru said OK, and I said I was going to lease, they said fine.
I gave them my SS#, they ran my really good credit, and we completed most of the forms by fax.
They had the car prepped and cleaned up before I got there.
I spent all of 15-20 minutes at the dealership, and drove home!
Hope this helps!

Another not to Santa Cruz. Bought my 04 wagon from Charlie. Excellent to work with and you get free oil changes. Yeah.
Beyond that...if your friend would concider used they have a couple 02/03 sedans sitting there...pretty nice.

Charlie is bad ***. He took my sis and i test driving up in the Santa Cruz Mt's. He's a cool guy. I'm thinking about going there when i get my 04. However I've had really good luck at Diablo Subaru in Walnut creek. John Trefz was the salesman when i got my MY00 RS. Great experience. Really thinking about going back to him again.
