That's the prodrive bumper (or a knockoff of the prodrive).

it looks pretty similar to stock minus the covers. i think

But yeah, that's the Prodrive bumper as akdmx said. The photo you posted is of the Prodrive Edition WRX STi.

yup prodrive bumper... but for some reason that one looks like a replica only because last i RECALL the oem front grill would not line up properly ... BUT then again i don't think anyone is making a replica haha!

this is the grill that goes on the prodrive front end

The stock grill will fit. A guy in so cal just has the prodrive grill.
