Apparently it is Santiago, Chile (specifically Autopista Central, to south, crash after tunnel under Bernardo O'Higgins)

He's going the same speed as that semi on the left, doesn't really seem like it's his fault other than being ****ty at braking. I definitely wouldn't call it showing off. The car behind doesnt seem to have any influence on the guy, I think thats wishful thinking.
