Under-Cover Rattle

So, my plastic under-cover has been rattling like crazy lately. I used to just ignore it, but it's gotten so bad and loud that I can't bear it any more. I checked underneath and all the little plastic clips and screws are in place, but there still seems to be a gap between the metal frame (?) and the under-cover, at least on the passenger side. I tried putting in little rubber nubs to fill the gap, and while it's helped, I can still hear it.

Has anyone else run into this problem? Would replacing the plastic clips tighten the gap and prevent the rattle? Do they tend to get stretched out over time? What about the under-cover itself? Lastly, do I even need the under-cover? What are the risks of running without one? Thanks!

If you remove the undercover, you will notice there is still a lot of plastic ducting/wheel liner going on on the passengers side. In particular there is an air duct that goes to the brake (or something in that general area) which has a few fasteners. There are two main fasteners which you twist, and these are kind of deep in there. Take off the underpanel and check on the other fasteners in there.

Are you sure its the cover? I unscrewed the rubber stoppers on the hatch and it stopped 90% of the rattling.
