It appears there is not much I can do other than taking this to Small Claims and wasting my own time in hopes to retrieve $150.

I guess by LAW these private lots do not need to post anything other than a stupid sign stating there is a tow company, towing is at owners cost, and so forth. There is a code: http://www.dmv.ca.gov/pubs/vctop/d11/vc22658.htm

I figured that was the case because I told the dude he might as well put a gun to my head and rob me! Next time I will call the police and stand in front of the car and wait. He aint running me over.

as for not being allowed to park there.
If BevMo does not want a car parked in their lot, they have to report it. Given BevMo was not open, there wouldn't be anyone there to call to have the car towed.
