The new headlights will come with the 2004 model which should be at the dealerships around March. I'm not sure what you are talking about with regards to the headlights unless it has to do with the Morettes or projectors. The front end of the car has been re-styled (that's if you can wait for the release of the 2004).
As for mods, there are quite a few mods you can do without modifying the ECU. A lot of people change the uppipe (has a catalytic converter in it with hampers spool-up) and boost controllers (probably safe up to 15 psi without ECU mods).

I've never heard of a front end conversion for the WRX, you'd be much better off buying a RS and swaping a WRX engine. Direct bolt-on. Also research the '04 WRX, you might like that style even better. FDs are sweet, but don't be too upset you cant get one they're not very practical or reliable. An FD is more like a weekend toy than a daily driver. You can only fit one girl in them, they have major engine problems and they are absolutely scary in any amount of snow. I'm sure you'd be happy with a Subaru. Good luck.
Edit: Yeah, I just noticed that WRX emblem on that RS. Haha. The only way that owner can justify that would be if he has a WRX engine, but it still belongs on the trunk instead of the grill but oh well...
Subaru enthusiasts with cars like that (also note the CF hood and big ole' touring wing) represent a minority of our community and its best kept that way. :\

yea, even though the whole engine swap sounds nice i doubt my parents would go for that. Thats one reason they didn't want me getting the rx7. I told them i would probably look for one needing a rebuild so i could get a street ported motor, etc... The reason they seemed interested in the wrx is because of reliability and safety. Are their any aftermarket kits that don't have the bug lights?

Well the manuals top at 145 because of the cars aerodynamics more than anything, and the autos are governed because of transmission limitations I beleive (maybe the output shaft cant spin any faster)

It simply doesn't have the power to go faster. With more horsepower you could go faster, but Z rated tires, a more stable suspension and improved aerodynamics would be highly recommended. I don't see why you would have any need to go that fast anyways, unless of course you're a phsychotic, suicidal speed freak or you run the Indy 500 daily.

k i am cool with the bug lights now. I saw 2 wrx's today at movies and they looked pretty good. One had a pretty big wing that looked similiar to the sti one. It was adjustable because it was raised above the "arms" holding it in the body.
