Heh heh, I've actually interacted with these sorta Japanese gangsta's before. Most of them are just emulating a South Central LA style cuz they think it's cool. Not too many of them are bona fide mafia like those bosozoku, yakuza, and bozokuza nutjobs.
They get really excited if you're from the States too, and they usually try to speak Engrish ebonics with you
"Wassappu neega, hau yuu raiku ma furai stairu?" (read it out outloud in a Japanese accent and you'll get it
) But nah, they're just buying into a trend is all. They're just Japanese kids looking for some sort of pop culture identity outside the typical Japanese norm. Plus some of them really do have some really sweet lowriders and American muscle to boot.
