Tail Light Issue...

Tail Light Issue...
I have an '03 Sedan WRX with stock tail lights. Here is the scenario...
This deals with the drivers side rear brake light
Lights on: Everything is fine
Lights on pressing brake: Everything is fine
Lights off: everything is fine
Lights off pressing brake: All lights light up but except the outermost light.
I talked to the dealer to get a replacement bulb and I pulled out n' put 'em in, but now the issue with the other bulb goes funky.
There are supposed to be 2 lights that go on in the rear light, but when the lights are off and stepping on the brake, the left one does not go on. However, when the lights are switched on the light is on. I step on the brake with the lights on, everything looks normal.
Sooo do I just get another replacement bulb? I just bought one hoping I'd fix this issue =\, wtf is goin on!
I've tried swapping the bulb from the left to the right (same tail light, just different spot on the tail light) (when the lights are turned on, it looks normal (obviously because the right light isn't supposed to come on with just the lights only. When I press the brake light, expecting the right bulb to light up, it doesn't)

Is this for both sides? If it's for only one side, try swapping the harnesses and see if the problem follows the swap. If the problem follows the harness, try swapping bulbs and see if it's the bulbs, if not, you may need a new harness. If the problem doesn't follow the harness when you swap them, I dunno how to diagnose that.

Do you have pictures for better reference?
I believe the issue is that those are dual filament bulbs, and it is possible for one of them to burn out. In which case you just replace both of them. (even the side that is working)

Do you mean all lights as in turn signal and backup lights too?
