Not necessarily. If the parent doesn't give a ****, you're screwed. You can't really harass and accuse a minor, and the police aren't going to be able to do much just because you (not you personally subymobbin) say a kid took your phone.

Kids don't understand consequences, so good luck with threats and whatnot. The dude's phone is pretty much gone, chalk it up to being too nice and get a new one.
