What struts are they? If they're inserts like Konis, then yes, I can understand the labor time. However, if it's just a direct swap in, definitely less than 7 hours.
I believe coilover installation is significantly cheaper than what you were quoted, so I'd look elsewhere for better pricing. Closer to <$200.

Just struts is usually 3-4 hours. Inserts are about 5 hours. If you have struts and spring preassembled, you can get it done in 2 hours or less.

the re-assembly and tightening of the struts was the most time consuming. a strut/open socket wrench would have made the job a hell of a lot easier.
with the right tools and a helping hand it could be knocked it out in < 4 hrs.
