Speculate on this accident with cop car

Saw the aftermath of an accident on the way to work today: cop car with a completely smashed in front being loaded onto a tow truck; other car involved a 90's era Buick with the rear quarter smashed in. Dang I wish I had pictures but it traffic was moving.

Speculate on what happened!
