It says there are no consequences to you regardless of your emission levels. I'm guessing this is optional?

Yup, participation is optional. They are gathering data and there is no penalty for the result. My guess though is if your car passed smog but failed the random stop, they might start checking up on the smog shop that gave you a pass.

These came about because there was a large discrepancy between smog shop results compared to random testing. Obviously a car can have a catastrophic failure, but, within a few months of a smog check, nothing should change significantly.

^i want to say that's one reason why California banned universal OBD II cats. Because they are not vehicle specific and a car would fail a couple of thousand miles later. So now your OBD II cats have to have manufacture specifics specs or you can't use it. thats why honda cats are 900 dollars but you can get 49 state after market ones for 400 but can't use it in California.

Luckily I don't have my 92 turbo charged Civic Si anymore It has an aftermarket hifow cat.
