Okay, kidding aside - here's one suggestion: download the PDF tech form from UnlimitedLaps.com's site.
I Googled 'road racing eureka ca' and found some shops that might be able to do your tech inspection and complete the form for you. I figured any shop that builds or races cars at road courses can do this. Some shops will do the tech inspection at no charge or just a small fee.
Here's just one of them:

I can see it now..kimbos pink I badged STi trailering a pink trailer...spray paint the kart pink and get some pink rotas and you're good to go.

This is the only pic i have of the Dodge :/ It's during the Baja 1000 though... so you know it's Legit 
It looks really cool in the back, i would take more pics, but it's at our Beach house in La Paz right now
And teh pinknezz....
My Dad was so proud of himself, I guess he painted it several times to get the right color, that's a devoted Father

oh ok, nah i'll pass, I need to pay off the bimmer first, then i'll get a diesel and thats the one i'll put a 6" lift on and use a rope to get into it like Kim
