EDIT: Jeebus. After looking closer at the results from Round 4, almost all the names I recognize are 1st in their class.

Also, where can I find a breakdown for what modifications are legal for each class?

SM, not STX? Adjustable arms are listed as acceptable is Street Touring

 

You might be right, assuming this rule is followed:

Changes in suspension geometry are not allowed except as incidental to the effective arm length change.
