So is Slocum yelling at me for giving a thumbs-up out the window to the photo guys and fans as I drive sideways into the corner with opposite lock. I thought it looked awesome.

Yeah money...about that haha. Altamont is the closest I can think of with their micro road course, add some dirt and POW!!! Something simple like that would be awesome.
I just dont understand why my friend in AZ gets to autocross on actual tracks for $20 with no membership at all...and we get stuck with a crappy parking lot or dirt lot!?
I wish i didnt miss thunderhills rallycross when it went up into the old MX track...I bet that was sick. Prairie City has a lot of potential too, I havent been there since the debut rallycross, but im sure theyve built it up a bit if they are still using that site.
It just seems like we get all the scraps

The only thing I can think of that would be remotely close to what you're describing is a dedicated rally school. For example:

They charge big money (relatively) because of the cost to run/operate the school. I would guess that the insurance coverage is the main component of that high cost. My suggestion would be to make a lot of money and open a rally school here on the west coast.
