Rack and Pinion Clamp Questions..Vendors chime in too

I was changing my tires getting ready to go to tahoe..I notice my Rack and Pinion boot was kind of twisted. I noticed the clamp was lose.

I noticed the clamp has teeth, is there a special tool for this?

How do I remove this and when I do can I use a regular "O" clamp and tighten
