Seriously, with a strong hand, consistency and the correct reinforcements, no dog should give you that much trouble. When you tell her to sit she better sit, not after 3 more "sit"s and then she sits. Something that simple can teach her that she can get away with ignoring you. Did you take her through puppy training classes?
take her to puppy school while shes still young, and don't ever let her get any with doing anything bad not even once if you can help it, consistency is key.

training classes really work. we had to train ein when we brought him home from the rescue. he was 4 years old, but he learned quick with daily training (just 10-15 mins/day).

if you're in the east bay, i'd recommend tammy with hopalong dog obedience training. she trains military and police dogs when she's not doing classes for the public. she does training at a few of the petfoodexpress locations.
well to begin with siberian huskys are harder to train but nothing constant training won't help. even mine sometimes i can't get to listen even with treats, as in if theres a raccoon or skunk in the area. but give it time once they get older they do mellow down a bit.
