just so you know... calling the cops on people doing stuff is pretty much the only way mall security (short of catching someone shoplifting perhaps) can exercise their 'power'.
i remember a long whiles ago, a group of friends and I were inside oakridge mall for christmas shopping... there were perhaps 8-10 of us.
Mall security came by and told us to break up =P Apparently it is unlawful to have that many friends. Or for a multi-ethnic group to stand aorund in a circle discussing gifts and shopping plans. It is apparently more lawful if we separate into twog roups of 5 with about 5 feet between either group =P
In their defense, mall security is basically a pretty boring job, and I imagine they get a little tense (for no justified reason really) when people form up into large groups. I mean really, riots and such are generally not that organized =P law enforcement, i imagine, feels largely the same way.
yes, when people congregate,t here is more potential for something bad to happen. But really, watch the group to see if it WILL =P Just because something has a potential, doesn't mean it WILL. If that were the case, we'd all be millionaires living of lotto winnings... cuz each ticket has the potential to win =P
Short of it is, generally speaking, any gathering that large close to a mall is going to end up with cops called... you'd want to find some place where you know the owners, or at least can speak with them and assure that nothing will go badly (and then apologize when the jackhat peels out)... like a restaurant, or something... *shrug*
ok, nothing constructive in this post sorry... ^^;;;;;;
