I would check to make sure this is 100% true. You do not get tags with non-op reg, so it still looks like a car that isn't registered. AFAIK you are not allowed to have a non-op car on the street. I could be wrong... So I am going to go check.

Yeah you cant have a non op car on the streets but i thought he said it was at a shop in the yard. So technically it wouldnt be on the street if it was at the shop.
But that is the whole point.. Now it's not just public streets, but also in shop yards on private property that this is happening.
