Apparently not, (idiots)

Should have been letting the winch out when they extended the boom, keep the CG lower, so at least if it was going to tip the pool would touch down and it wouldn't be able to pull the whole thing over like that, pretty inept crane operator there...

Which typically means he skimps on things like insurance, workman's comp, and other protections. Hope he knows a good roofing contractor...
