Not that this little bit of info clears Bush's idiocy record but I believe those to be a type of NOD/NVG binocular. I never had this model in my arsenal while i was in but the overall shape looks too bulky to be a regular set of binoculars. They may have been a prototype at the time?

My point is if they're NOD Binoculars then you need the caps on for day use. There's a tiny centered pinhole on the caps and you can actually see clearly through them. I used to have pinhole caps on my AN/PVS14s and 7s. Why a pinhole for the day? You can burnout the lenses without them during daylight hours, and you can still pick-up IR during the day as well. Comes in handy when trying to sight-in an IR-using PAQ4C, PEQ2A, Melios lasers, etc during the day so they're good to go for a night patrol.
