For a flat-rate tech not having a customer car to work on is basically the same thing as not having an issue that is billable. It's no bueno.

I know it is the same thing, but I am not hourly, so I still get paid either way We agreed to the customer's request that if there are no issues open, we don't bill and thus don't need to be here. It is an open ended contract and we are here on a regular basis, though now that most of the issues are under control for now, it is becoming an as-needed basis.

I sort of agree, but might as well make the most of that time since there's nothing he can do about having to be there. Unless he is going to go out and find some customers to bring in.
