I don't remember where, but there was a study done that showed that hands free headsets showed no significant improvement in driver concentration as compared to talking on a standard cell phone. Its not the act of holding the phone, its the mindset the driver is in when talking on a phone in the first place.

I guess it will be the same as a speed limit. People will put the phone down when the see a cop, but otherwise will still talk on the phone.

my favorite is when you see someone reading a book or the paper. I always get really close to them and honk my horn. That is some good stuff, but you have to be ready for a dumba$$ to swerve all over.

Doubt it will be significant. Remember, those that are stupid enough to drive while behind the wheel every second of their life are the real problems. Even though I am guilty of talking on my cellphone for maybe 2 minutes every three months (to report something or for an emergency), I'm only a threat for those seconds.
The people that have the addiction are the same inconsiderate people that talk while waiting in line or on the elevator... their type of thinking will have them looking for tinted windows before buying a headset. There will still be a problem. They need to ban them entirely and inflict harsher punishment.
