Is he asking for the title or registration? Are you shipping the car to him or is he picking it up. Not too familiar with out of state transactions. I only sign over the title once I have the money in hand, cash or certified cashiers check. The buyer shouldn't need any docs until the vehicle is brought into the state.

Technically you report the sales price for sales tax reasons, just as long as it's not rediculously low.

people do that for each other all the time to save on taxes, dont do it if u are not comfortable doing it though, I sure as hell wouldn't.

If you have the cash in hand who cares about him, as long as u have ur money don't worry about what he wants, he probably jus doesnt do it often so he wants to make sure he has everything, I would be pretty concerned if I was buying a car from another state as well, he probably just wants to make sure everything goes smoothly..

If you already gave him the title, I can't think of any reason not to send him the registration. You may even be legally obligated to send it to him.

Did you get the money, first?

Cash or money order, I hope. If so, send him the title but also send DMV a completed Notice of Release of Liability form REG 138.
