The software employees I know - whatever that means - are exempt. So no $50/hour for them.

No, that's not really what its saying.

Basically, the labor code says that software engineers can be considered exempt salary employees if certain conditions are met. One of those conditions is that they make over $50 an hour. They are raising that condition, not the minimum wage of software employees.

Here is the full text of the Labor code:
http://law.onecle.com/california/labor/515.5.html

EDIT: I don't think I'm fully getting this either because many software engineers are exempt that don't make over (the equivalent of) $50/hr.

Let me break it down for you.

Food- $10 a day @ McDonals (breakfast, lunch, and dinner).
Gas- $8 a day @ Chevron.
Living out of your car- Priceless.

Full time job @ minimum wage-

60 - (8+6) = $42/day profit

42 x 5 = $210/wk

210 x 4 = $840/mo.

+1 to in-n-out ... for the great food atleast.
I worked at the one in RP for about 2 1/2 years. It was a good highschool job, and when I resigned I was making $15.50...
Now I work for $10.70 an hour salary. And $20 an hour as a side job fixing computers.

Next in line : $35-50 on hour as a Personal Trainer
or say F it and get my MCSA, MCSE, CCNA, etc. And work as a Net Admin / Security / whatever for $60k a year.
I'm only 21 .. So I'm sure this 12 Units every 5 weeks will pay off sometime soon.
Dont know how much more i can take... it'll be worth it though. NPH style for graduation for sure
