I was there on Sunday. They have not changed the track so he probably meant 24's. However, during last week they added more paint to the track to make less sticky. The karts were starting to get scary amounts of grip, one guy got on two wheels around Turn 6 according to one of the owners. I can say it is more slippery than it was the day it opened, but not in a terrible way. The front end on the karts still grips way more than Speedring, but now the tail waggles into turn 1, and you're more likely to over rotate on 4 and 5. 6 is still tricky, I've been taking the "longest line" (like a wet line on a race track) to avoid slidding or spinning.

Having now run it with a couple competive buddies of mine, I have to say the track is lots of fun. It's deceptively simple and rewards smoothness for sure.
