Probably to deflect stuff aimed at the windshield, as in either heavy smoke, coins, rocks.......whatever the guys in the getaway car decide to try and chuck at the police during a chase
by the looks of it the thing probably acts just like a hood deflector, except its further back on the hood so it deflects from a higher angle. Protects the driver/passenger from things coming from the front. I wonder if its bulletproof? that would narrow the area that the guy has to hit to pierce the windshield and hit someone by quite a bit, enough that he'll probably miss because he'll aim too high or the bullet will be affected by the huge stream of redirected air (from the deflector).

These photos are circa-1964, and this was used to chase down Datsun Fairlady roadsters, Prince Skyline Sport (yep before Datsun bought out Prince Motors), Honda S500 and S600 (grandaddys of the S2000), and Toyota Sport 800.
