Yes, that's what most people think, and that's why the courts can get away with pludering so many people.
I'd fight it just for the heck of it, if nothing else to waste their time. Your ticket doesn't haveto be "win-able" in order to fight it, especially through the mail. Sometimes the cop is too lazy or does not want to write everything down, therefore letting it just slip.
