You see Ventrillo (usually called "Vent") is a program that allows users to connect over the internet to talk in a voice chat room, much like a telephone. This program is used mostly by gamers so that they can talk about how cool whatever game it is they are playing. Some also use it to strategize and coordinate in complicated in-game maneuvers.
Sometimes people will join a "Vent" channel just to screw with the people using it by playing annoying/loud sounds, recordings of other things, etc.
