Koni Yellows + Ground Controls. Konis because they're proven by the highly known quality of them, how many people use them, rebuildable in the US, and the shock dynos that show true adjustability over many other shocks. Ground Controls because they use quality Eibach springs, get any springrates you want, GREAT customer service, shop is local (I think San Jose), and there's a guy that works there that owns a WRX, helped me some with choosing spring rates.
This also allows you to adjust your suspension setup, step by step. If you don't want to spend a whole lot in the beginning, Konis first as they'll work fine with the stock springs and still give you some adjustability. Then, if you like the setup, move on to Ground Controls. Finally, if you deem it necessary, get some camber plates, however if you don't have them alignments are cheaper .

Used turbo from a junkyard maybe a vf26? 150, make plumbing/manifold, Used IC off a wrx, a used SAFC and knock controller. Some stainless steel oil lines and viola!
