It doesn't work in Firefox because FF actually pays attention to the Content-type flag, which in this case is apparently text/plain. I refuse to sign a petition hosted by a server which can't tell plain text from HTML text.

It is reporting itself as "Content-type: text/plain", any sane browser will display it as such.
